Update whitelisted relayer

Sequencers are eligible to send gas-free IBC transactions to their RollApp. This enables efficient bootstrapping upon launch as well as post-launch operations.

The whitelisted relayers can be registered on Dymension L1 with the following command:

dymd tx sequencer update-whitelisted-relayers --from [SEQUENCER_KEYS]
